From Aquadots coated with the date rape drug to Elmo toys covered in lead paint, the recent recalls that have plagued the industry have had parents scared. But as ABC2 News Investigator Joce Sterman explains, a new law is changing the way toy safety is handled, better protecting your kids from the dangers in things they use every day.
After months of public hearings, argument and compromise, the Consumer Product Safety Improvement Act has finally been passed by congress and signed by President George Bush. The new law means sweeping changes in not only the way toys are made, but also how they're sold and how you’ll be able to find out when something goes wrong. Here are some of the major points:
There will be tougher standards for lead in toys, with the acceptable level dropping over time from 600 parts per million down to just 100 parts per million.
A database will also be created so you can search for injury, death or illness reports for products.
Manufacturers will have to label products with tracking numbers so you can easily find out if something you have has been recalled.
Toys and other children’s products will have to be tested for safety before they can be sold.
The sale of toys with toxic phthalates is also being banned.
In addition, the law creates an opportunity to overhaul operations at the Consumer Product Safety Commission. The agency will be allocated additional staff and more laboratory resources to seek out problem products and issue recalls. The agency is planning a public meeting in Washington, D.C. on September 4th to outline how they’ll implement the changes and explain exactly what's contained in the new legislation.

With military and civilian lives and billions of taxpayer's dollars potentially on the line, test and measurement is at the forefront in the minds of systems designers, systems integrators, and end users in the military and aerospace market. Makers of test and measurement solutions serving the mil-aero community continue to advance the technology, keeping pace with electronics technologies and the standards and deadlines to which they must adhere.
Time is of the essence
Much has been written about warfighters in the field waiting for armaments. In an effort to deliver ample electronics systems and supplies rapidly that are safe and reliable, industry organizations are partnering to speed and perfect test and measurement processes and procedures -- and they are accomplishing these goals through automation.
Engineers at Agilent Technologies, Raytheon Co. in Waltham, Mass., and the U.S. Navy have teamed to develop an automated test system for Raytheon's system missile business. The joint efforts of these three organizations culminated in the Presidio Automated Test Line, considered a breakthrough in testing automation and used in the production of Raytheon's Standard Missile 2.
"The system used Agilent's measurement technology and automation expertise to greatly improve the efficiency of test--cutting the cycle time from 21 days down to seven hours," Barfuss explains.
The SM-2 Presidio replaces 17 test positions and 27 environmental conditioning systems with one automated installation, enabling the achievement of impressive time-savings. Presidio also takes advantage of commercial technologies, such as robotic material handling, multi-plane vibration, universal solid-state test interfaces, and test executive software.
"The Navy benefits significantly from the greater test efficiency that Presidio provides," Scott Reiter, the Navy's SM-2 project director, observes. "This gets missiles in the hands of our sailors that much faster. It is another example of the great partnership that exists between the Navy and Raytheon on SM-2."
The novel system has changed the testing process not only for Standard Missile, but also, ultimately, for Raytheon's entire Missile Systems business, says a representative. "Presidio sets the stage for automation across our business," says Rick Nelson, vice president of operations for Raytheon Missile Systems. "It marks a vital first step in modernizing and streamlining all of our operations processes."

CNH Global N.V. (NYSE: CNH) has named Barry Engle to lead the company's New Holland Agricultural Equipment S.p.A., effective September 8. Engle will become the unit's president and chief executive officer, a position assumed on an interim basis a year ago by CNH President and Chief Executive Officer Harold Boyanovsky.
"Barry Engle has extensive international management experience and an impressive record of results. We are pleased to welcome him," said Boyanovsky.
Engle has worked in the automotive industry since 1992, holding a variety of positions with Ford Motor Company in North America, Latin America and Asia. Most recently he was the President and Chief Executive Officer of Ford of Canada. He previously served as General Manager, Ford Division Marketing in the United States. Other notable positions include President, Ford of Brazil & Mercosul; General Manager of Worldwide Direct Market Operations; Director of North American Product Planning & Strategy; General Marketing Manager, Parts & Service Division; Brand Strategy Manager, Mazda Motors Corp.; and Strategic Planning Manager, Ford of Mexico. Engle left Ford in the late-90s to obtain first-hand automotive retail experience as a Chrysler Plymouth Jeep dealer in Salt Lake City, Utah and returned to the company after three years.
Before becoming involved in the auto industry, Engle held finance and marketing positions in the consumer packaged goods business. He worked for General Mills, Inc. from 1987 to 1989 and Nabisco Brands, Inc. from 1989 to 1990. In 1991 he worked in the Office of Political Affairs at the White House.

A 60-acre fire just neighboring Bandera County called for nine volunteer fire departments and the Texas Forest Service this weekend, a brusque reminder that drought conditions still exist in the Hill Country, despite the heavy rains that have recently battered the Texas coast.
According to Bandera County Fire Marshal Ralph Dresser, the fire, which consumed multiple properties, started this past Sunday at the end of Oil Well Road in Castle Lake, about one mile out of Bandera County into Kerr. Fire fighters were on scene at 3:30 p.m. until around 9 p.m.
Rick Martin from the Pipe Creek VFD served as incident commander on the south end of the fire; Shane Keese from the Medina VFD served as incident commander on the north end. Dresser said that although the glowing embers, easily visible in the dark of night, appeared to be under control, two trucks from the Castle Lake Volunteer Fire Dept. stayed on sight throughout the night as a precaution.
"That's important, because people who live in the area get nervous and they start thinking about what's happened in California," Dresser said. "They have good reason. There's no reason why it couldn't happen here."
Also assisting were volunteer firefighters from Lake Shores, Tarpley, Bandera, Medina Lake, Center Point and Turtle Creek. The Texas Forest Service sent out one heavy helicopter and one large four-engine tanker for fire suppression, as well as two small aircrafts used for fire spotting. The terrain was rough and hilly, Dresser said, which made it difficult to patrol the fire's progress by foot.
The fire reportedly started when a renter on one of the affected properties lit a fire in a burn barrel with an aluminum wire mesh cover. The heat of the fire bent the mesh, allowing embers to escape into 10-15 mph winds.
Dresser said the fire was left unattended and the man, who suffered second and third-degree burns on his hands and legs, failed to wet down the soil surrounding the burn barrel. He was treated by one of the two Bandera County EMS units that also arrived on scene.
The fire appeared to be extinguished by 7:15 a.m. the following morning, but Dresser said that the nighttime high relative humidity and low winds could be deceiving. He cautioned that once the midday sun breaks up the cloud cover and wind speeds pick up, the embers could reignite. As of press time, the Texas Forest Service was scheduled to fly over the site at 1 p.m. Monday afternoon, Aug. 11, to determine whether more fire retardant needed to be dropped.
"Our grass and cedar trees are still extremely flammable," Dresser said, who gave accolades to the emergency workers who brought the situation under control. "It's teamwork. They all do a great job."

Many Cornwall children may never see Jerusalem, so the First Baptist Church on York Street has brought it to them to highlight its connection to Christianity.
Church volunteers have recreated a bustling city block of the holy city right inside First Baptist for a week-long bible camp. It's complete with a dreidel workshop, a temple, a marketplace, a prison, a water well and many other elements to help transport the kids, who are even divided into actual Jewish tribes and dressed in period clothing.
"The roots of the Christian faith are in the Jewish faith," said church volunteer Mike Van Dyke. "It was the time Jesus was brought into. For them to understand this is important to their Christian faith."
While Van Dyke speaks, children of all ages practise writing Hebrew words into what appears to be coloured modelling clay. They write "Hear", as in "Hear O Israel", which is part of a prayer, explained 12-year-old Sara Wood.
"We had to write part of the Sh'ma," she said. "It's so that they remember that the Lord is one."
Across from the writing children, church volunteer John Bulloch is dressed as an authoritative guard. He asks simply "who wants to be tortured?" and is greeted with a chorus of "meeeeee!".
The children do pushups to atone for their crimes. Some raise a flag above their heads 100 times.
Bulloch also recently played Judas in another church production. A trend is brewing.
"Maybe it's because he looks mean," piped nine-year-old Rachel Barnes.
First Baptist's assistant minister Stephen Neil is dressed as a rabbi this week. He crushes olives with the children and teaches them about what it feels like to be crushed emotionally.
"Jesus want us to learn to pray when we feel pressure," Neil told the children.

The original V-Rod was described as a muscle bike when it was introduced, competing against such intense machines as the original V Max from Yamaha and the Rocket III from Triumph. This year, The Motor Company has seen fit to actually introduce a new model based on that same VRSC platform that carries the name Muscle. Let's get this out of the way now: we're not fans of the moniker. Despite the odd name, we like what makes this machine different from other models sharing the same platform with its liquid cooled 1250cc V-Twin engine. For instance, that new rear fender with its integrated stoplight looks great, as do the dual exhausts with one pipe on each side. One questionable styling choice could be the airbox extensions, which appear riveted into place.

All VRSC models get optional ABS for their Brembo triple disc brakes, including the new VRSCF. The Muscle shares the same 240 mm rear tire that was on our Night Rod Special test bike, and it looks just as mean in this application as it did there, while that fat rubber surrounds new five spoke cast wheels.

RETIRED Malvern residents have been enjoying a week of activities at St Andrew’s Church.
The church has organised a host of activities, including exercise classes, flower arranging, clay modelling, sketching and ballroom dancing.
About 40 elderly people have taken part in the week, which has also included various talks from guest speakers and afternoon outings, including a cruise along the River Avon.
The activities conclude today (Friday, August 15), with a morning of activities followed by a trip to the West Midlands Safari Park.
Organiser Paul Finch said the programme had been a huge success, with about double the number of people taking part compared to a similar event last year.
“Often at this time of year, like many other things, activities for retired people stop, leaving them with not a lot to do,” he said. “So we thought we would put something on for them.”

Q. I have some nice white plastic lawn chairs, but they get very dirty and I cannot keep them clean. Can I paint them? Also, my refrigerator has become all pockmarked with rust spots. It has an orange peel finish, so I cannot sand off the spots. Is there any practical way to paint it?
BARBARA GULA, Dedham
A. For the deck chairs, sure you can paint them, say a darker color so they won't show the dirt as much. Use a special aerosol spray paint for plastic called Fusion. It is made by Krylon and is sold in paint stores. As for the refrigerator, those rough surfaces are tough to handle. You could try this: Wire brush it to remove as much of the rust spots as possible. For any left, treat with Rust Reformer or other brand name that contains phosphoric acid, which turns the rust black and makes it paintable. Then spray with a good oil-based spray paint. Thinking twice about it, bite the bullet and have it professionally painted. It's expensive, but they will do a good job.
Q. I stained a door and some trim in my house with Minwax, but when I finished I found it was way too dark. What can I do to lighten it? The wood had some sort of pre-stain treatment.
CYNTHIA WATKINS, Durham, N.H.
A. You cannot lighten it, you must sand it all off to the bare wood. The pre-stain treatment (with a stain sealer) was done to make the stain go on more evenly, and may also have reduced how much the stain penetrated, making sanding easier. With the bare wood showing, find a lighter stain, and put it on sparingly. The way to do that is to dip a cotton pad (made from a folded cloth) in the stain, squeeze it out and wipe on the stain. It is sloppy (wear protective gloves) but this allows you to control the amount of stain that goes on. Do a small area before stepping back and admiring it. That will guarantee success. Of course, be careful of overlapping; the stain dries quickly and you will have trouble blending in the edges.
Q. I have my mother's old chopping bowl, the one she used for years. It is very rough on the inside, and I keep it as a keepsake on a table. Somehow water got into it and made an ugly brown water stain. How can I take it out?
DAVINA SCHUMAN, Reading
A. You could sand it, but that would never do for such an old artifact. So instead of sanding, you could try to find a woodworker who could plane or gouge out the stain. "Gouge" sounds rather drastic, but a gouge is a curved chisel designed to take off thin layers of wood. One such worker is Peter Follansbee, a friend who is a woodworker at Plimouth Plantation and will not be caught dead with sandpaper. Call Peter and tell him that the other Peter (me) suggested him. To give you an idea of what Peter does: One of his furniture pieces is in the Museum of Fine Arts' permanent collection. That's pretty good when you ain't dead.
Nesting birds solution
We received two dandy ideas about how to prevent birds from nesting on a sill under a window air conditioner. The handyman suggested tacking hardware cloth (steel mesh) under the unit to keep the birds out.
Here is what Susan said in an e-mail: "My 85-year-old mother, Mary, came up with a solution 15 years ago. She placed crunched aluminum foil in the sill, shiny side up. The birds don't like the texture or the shine. No nests for the past 15 years! Cheap fix."
From MBR of Arlington: "Birds around my window air conditionersdrove me crazy last summer, and I found lots of poop when I took them out in the fall. But I found a solution that sounds much easier than the steel mesh you suggested. I got some bird spikes at my local hardware, intended to keep pigeons from roosting on window sills. It was fairly easy to rig them up and along the sides when I put in the air conditioners this May and they've worked just fine. I wanted metal, but ended up with plastic that can easily be taped to the air conditioner or secured other ways. Probably just slotting one or two underneath would solve the problem."
